A filter removes chlorine, taste and particulates; a softener removes hardness. They are different machines doing different jobs, and on hard chlorinated supply you frequently need both — with the filter first, protecting the softener resin.

Why two machines
They work by different mechanisms and cannot substitute for each other:

On a hard, chlorinated municipal supply — which describes a great deal of the country — both problems are present and neither machine addresses the other. That is why the pairing is so common, and why the phrase "water filtration and softener system" is really shorthand for buying two things.
The order, and why it is not optional
Filter first, softener second. Two reasons:
- Chlorine degrades softener resin. The resin bed is an organic polymer and oxidative attack shortens its life. Removing chlorine upstream protects an expensive component.
- Sediment fouls resin. Particulates that reach the softener bed reduce capacity and cause channeling.

The full order, when there is more than two
- Sediment pre-filter — protects everything downstream
- Iron or sulfur removal — wells only, and it must precede the softener
- Carbon filter — chlorine and chloramine, protecting the resin
- Softener — hardness
- Point-of-use RO or carbon — at the kitchen tap, for health contaminants
Note the last line. Even with both whole-house machines fitted, a health contaminant like lead is still handled at the tap, because lead enters downstream of both of them.
Combo units versus two separate machines
Some manufacturers sell a single cabinet containing both functions. The honest trade:
- Combo units take less space, install once, and are simpler to live with. When one function needs service, you are dealing with the whole unit.
- Separate machines can be sized independently, replaced independently, and let you buy the best of each rather than the best available combination. This is what most water-treatment professionals fit.
If space allows, separate is the more flexible answer, and it is what the picks on this page reflect.
Physical requirements
Two tanks plus a brine tank is a substantial installation. You need floor space, headroom for a 48-inch tank plus its head, a drain for the softener's regeneration discharge, and a power outlet for the softener valve. Plus a bypass loop around the whole assembly.
People consistently underestimate the drain requirement. A softener has to send its brine somewhere, and if the nearest drain is on the other side of the basement, that is part of the job.
The cost-per-gallon math
Two purchases, one installation visit, two running costs.
The filter's running cost is a pre-filter and, in a decade, new media. The softener's is salt, forever, in proportion to your hardness and household size, plus the water used in regeneration.
The case for the pair is usually built on the water heater. Scale insulates the element, so a hard-water heater consumes more energy every year and fails earlier. Set your local salt cost against the fraction of a heater replacement you are deferring, and add the comfort value of the chlorine removal — which is real but not financial.
At 15 grains per gallon that arithmetic favors buying both. At 5 it does not, and we would rather you kept the money.

Questions people actually ask
Do I need both a filter and a softener?
If your water is hard and chlorinated, yes — they do different jobs and neither substitutes for the other. If your water is soft, you only need the filter. If your only complaint is scale, you only need the softener.
Which goes first, the filter or the softener?
The filter, on city water. Chlorine degrades softener resin and sediment fouls it, so removing both upstream protects the more expensive component. On well water, iron removal comes before both.
Is a combo unit better than two separate systems?
It takes less space and installs once. Separate machines can be sized and replaced independently, and let you buy the best of each. Most water-treatment professionals fit separate units, and that is what we would do given the space.
Will a softener alone improve the taste?
Only marginally. Softening changes the mineral profile, which some people notice, but it does not remove chlorine, taste or odor compounds. If the water tastes like a pool, the softener is not the machine that fixes it.
